The Extension Training Unit of Directorate of Extension regularly assess the Training Needs through the involvement of ‘Workshop on Training Need Assessment’ involving EEI, concerned States Agriculture & Allied Departments, SAMETIs and other Stakeholders on the regional level and provides technical support to State Departments and training institutions to follow a systematic approach for quality improvement in the delivery of training programmes.
       The national level training schedule for the Model Training Courses and four Extension Education Institutes are developed at National level and State Department officials are sensitized to develop a perspective State training plan. The set of formats has been developed and standardized for the evaluation/impact assessment of training programmes.
       
In order to re-orient and develop an effective training strategy, the Directorate of Extension acts as a nodal agency at the national level to strengthen agricultural extension services and net-working of training infrastructure in the country.
     
Extension Training Unit is currently implementing following schemes/ components on the HRD/ capacity building of extension functionaries and components for skill development of rural youth, farmer and farm-women:

(i) Capacity building components under “Extension Support to Central Institutes/ DOE”:
A. Extension Education Institutes (EEIs):
Ministry of Agriculture has established four Extension Education Institutes on regional
basis at Nilokheri (Haryana); Hyderabad (Telangana); Anand (Gujarat) and Jorhat
(Assam) to cater to the training needs of middle-level field extension functionaries
working under agriculture and allied departments of States/UTs of respective regions.
The programmatic activities of EEIs include organization of on-campus/off-campus
trainings, workshops, conferences etc. in the areas of communication technology,
extension methodology, training management, Agriculture Knowledge Information
System (AKIS) and Information Technology.
Objectives :
The primary objective of establishing four Extension Education Institutes is to prepare
high quality professional leaders in the field of extension education and communication
to serve as trainers of various training programmes for the growth and development of
agriculture, Specific objectives of the EEIs are:
(i)Developing linkages between SAUs, regional and State level institutes associated with
agricultural extension management and development.
(ii) Organization of on-campus and off-campus training for middle level field extension
functionaries working under agriculture and allied departments of States/ UTs.
(iii) Conducting research studies on thrust areas of agricultural extension management
and development.
(iv) Capacity building of field extension functionaries in the areas of communication
technology, extension methodology, training management, Agriculture Knowledge
Information System (AKIS) and Information Technology.
(v) Conducting regional workshops, seminars and conferences on thrust areas of
agricultural extension management and development and also undertaking consultancies,
research, documentation and dissemination.
(vi) Conducting induction/refresher programmes for newly recruited/promoted
block/taluk level extension functionaries of agriculture and line departments of allotted
states / UTs.
(vii) Monitoring and Evaluation of on-going extension programmes.
The Directorate of Extension releases grants-in-aid for functioning of these institutions and
monitors effective implementation of HRD activities as per approved Annual Action Plan.

Management:
(i) The 100% grant-in-aid is provided by DAC, MOA, GOI.
(ii) EEIs plan its training activities in consultation with the states falling in its jurisdiction. The
Directorate of Extension approves the Annual Training Calendar.
(iii) The Management Committee has been constituted at each Institute under the chairmanship of
the Hon’ble Vice-Chancellor of the concerned SAUs and the Principal/ Director of the concerned
EEI as Member Secretary. It monitors the functioning of EEIs and to improve the quality of the
training programmes of EEIs.
(iv) Memorandum of Understanding (MoU) is signed between the concerned SAU and Director
Administration of DOE on annual basis.

(ii) Activities under Skill Development components:
A. Skill Training of Rural Youth(STRY) :
The component aims at training rural youths, rural artisans (blacksmiths, carpenter etc. designing/ manufacturing farm implements) including farm women across the country. The training under this component would be of 7 days duration for 15 trainees per batch and would focus on specific vocational areas in agriculture & allied sectors. Both public and private/ Non-Governmental Institutions including Vocational Training organisations, Youth Organisations (like Nehru Yuva Kendra) will be actively involved in implementation of this programme.
Cost Norms for one training/ Distt. under “Skill Training of Rural Youth”
There is a provision of Rs. 42,000/- for one batch of skill training for 15 candidates as per the cost
norms of ATMA cafeteria @ Rs.400/- per farmer per day.
Note:
An amount of Rs. 400/- per day / trainee shall be incurred as per ATMA cafeteria & will be
inclusive of;
1. Travel cost by bus or second class sleeper.
2. Refreshments / meals and stay during training.
3. Expenditure on training venue, training material and agricultural inputs etc.
4. Cost of honorarium and/or travel of the resource person.
2. Any other justifiable expenditure considering fixed cost on travel of youth, training cost should
go down as number of day’s increases or nature of refreshment.
3. Any participant refusing to avail boarding & lodging facilities may not be given cash payment in
lieu thereof.
4. Likely expenditure or State/ location specific cost norms needs to be got approved in advance.

B. Diploma in Agricultural Extension Services for Input Dealers (DAESI) :
DAESI is of one year(expanded to 48 weeks) regular course launched in 2003 with an
objective to impart education in agriculture and other allied areas to the Input Dealers so that they
can establish linkage to their business with extension services, besides discharging regulatory
responsibilities enjoined on them.
This programme was earlier implemented through MANAGE @ Rs. 20,000 per candidate
in self-financing mode in Andhra Pradesh, Maharashtra, Tamil Nadu, Odisha, Jharkhand & West
Bengal. From 2015-16, DAF&W is implementation under SMAE through MANAGE in all State
through State Agriculture Management & Extension Training Institutes (SAMETIs), Krishi Vigyan
Kendras & State Agricultural Universities. There is a course fee is Rs.20,000/- per candidate, out of
which Rs.10,000/- is borne by DAF&W and Rs.10,000/- is to be contributed by input dealer. The
GOI provides Rs.4.00 lakh for one batch of DAESI Programme@ Rs.10,000/- per candidate for a
batch of 40 input dealers and so far 58482 candidates have been trained under 1558 DAESI batches
organised upto June, 2023.
